Melissa Locklear is a program developer, administrative strategist, and dedicated community advocate driven by a passion for restorative justice and personal transformation. Grounded in strong operational expertise across medical practice management, regulatory compliance (including OSHA standards, front/back end operations, and health records), and municipal utility account management, Melissa created the Applied Behavioral Accountability Developmental Track (ABADT) to fill a vital gap in community support—offering individuals real-world, cognitive-behavioral tools to rebuild their lives, take ownership of their choices, and break cycles of recidivism.
Having served with the Robeson County Department of Social Services, Melissa worked directly alongside families, community leaders, and local support agencies. She managed active caseloads, providing hands-on support, crisis guidance, and direct assistance to individuals navigating complex life challenges. She understands firsthand that sustainable change requires more than passive compliance—it requires active skill-building, structured accountability, and a supportive environment where individuals feel empowered to grow. Through ABADT, she brings a practical, high-accountability approach to diversion and behavioral education for both youth and adult populations.
